Her entertainments made “our Congress less dependent on the foreign ministers for their amusement,” Louisa wrote in her diary. The unspoken implication was that they made Congress more dependent on the secretary of state.
While Congress was in session in 1819–20, Louisa began holding her “tea parties” every Tuesday evening, in addition to occasional large balls. She began a diary before that session with her take on Shakespeare’s famous lines:
